Dave, I'd like to at least clear up why they can't answer how they make their decisions. And if possible, whether or not they know if their species has tried using genetic technology to evolve instead of taking new host species into the collective. Most empires are driven by a desire for resources. Their resource issue could be the question of hosts. Like in Animorphs.

I cannot answer that because I would be betraying my people. And we do all types of experimentation, but in the end, claiming hosts is what works out for the best. So we continue!
